RBI vs Center: Government demands Rs 3.6 lakh crore from the central bank, one third of its reserve; RBI says no
After a civil war broke out in the CBI, the cage has reached another autonomous institution, RBI, wherein the standoff between the government and the central bank has traversed the headlines of the newspapers.
The Finance Ministry, headed by Arun Jaitley, has been seeking to transfer a sum of Rs 3.6 lakh crore from the RBI to the government, which will be the one third of the total reserve of Rs 9.59 lakh crore, as reported by The Indian Express.
The Finance Ministry has claimed that the existing capital framework of the economic model in RBI is based on a very “conservative” assessment and the amount can be transferred to the central government’s account as per the requirement.
If the government dips into the RBI’s capital, it will not create any new government revenue and using the reserves maintained by the RBI will erode the market’s confidence in the government’s commitment to deal with the fiscal deficit and inflation issues.
Reacting on the recent spat between the RBI governor Urjit Patel and Finance Minister Arun Jaitley, former RBI governor Raghuram Rajan has given an interesting analogy to deal with the issue.
He said, “The role of the central bank is to be the wise counsel, like Dravid, not to make operational decisions and certainly not be loud like Navjot Sidhu.”
"Governments that do not respect central bank independence will sooner or later incur the wrath of financial markets, ignite economic fire, and come to rue the day they undermined an important regulatory institution," Rajan added.
