39 Indians killed by ISIS in Iraq: Who is the 39th Indian man whose mortal remains are not being brought back and why?

As the Union Minister V K Singh has flied to Iraq to bring back the bodies or remains of Indian killed in Iraq by ISIS, he said that he will bring back the bodies of 38 Indians. One Indian is being left out. Who is that why his body is not being brought back?

Singh said that he would not get remains of one man since his case still pending. However, Singh did not make it clear that why this is pending and who is the one whose case is pending?

"I am going to Mosul to get mortal remains of 38 Indians; we would not get one man's remains as his case is still pending,” Singh said.

However, the government provided a list of 39 Indians who were killed by ISIS in Mosul in which one of the persons named Raju Kumar Yadav had been declared unverified. It seems the DNA of that man was not matched to anyone so he had been declared as unverified. Apparently, this is the person Raju Kumar Yadav whose mortal remains are not being brought back and his case is pending.
