Russian surveillance concerns: Ukraine restricts use of Telegram on state-issued devices

Ukraine has restricted the use of Telegram on state-issued devices for government and military officials, citing concerns over Russian surveillance.

The National Coordination Centre for Cybersecurity (NCCC) revealed evidence that Russian special services can access personal Telegram messages, including deleted ones. Military Intelligence Chief Kyrylo Budanov emphasised the national security risks.

Cybersecurity Threats

Ukraine’s Security Service and Armed Forces reported that Telegram is being exploited by enemy forces for cyberattacks, malware, phishing, and user tracking. It is also used to adjust missile strikes.

New Cybersecurity Initiatives

The restriction excludes officials using Telegram for work purposes. Ukraine also plans to promote gender equality in cybersecurity and implement CyberTracker to monitor its Cybersecurity Strategy.
